  • 6-month contract (possible extension)

  • EL1 $602.55 / Per Day / + Super
About the Agency
The agency is seeking 1 x APS 6 Finance and 1 x EL1 Financial Reporting to join their fast-growing team of individuals in Deakin, ACT.
 
About the role 
The Finance Officer will provide detailed technical, professional, policy, operational support and advice in relation to complex problems. It may be required to coordinate and assist in the strategic planning, program and project management and policy development that support the agencies objectives.
 
APS 6 Duties
  • Analysing and interpreting statistical reports to assist with the development of work plans and strategic planning.
  • Collaborating with stakeholders to resolve issues and ensure effective and timely implementation of projects and coordinating and providing cost estimates for all internal and external requests for changes to systems.
  • Developing correspondence for stakeholders, such as financial reports, corporate documentation, and responses to ministerial submissions.
  • Exercising appropriate delegations in accordance with legislation and guidelines.
  • Managing quality assurance activities and outcomes including the use of integrity and error reporting and the coordination of quality audits.
  • Preparing a range of written material including business cases, reports, and corporate documentation, across the division’s cost centres and projects, including budgets, monitoring, forecasting and accruals.
  • Undertaking quality assurance of feasibility and cost estimates, assumptions, and justifications.
  • Undertaking detailed financial analysis of branch/division’s variance to budget and forecast.
  • Degree qualified in accounting and finance with membership of a recognised professional accounting body;
  • Demonstrated experience in financial accounting roles encompassing monthly reporting, asset accounting and general ledger management;
  • Well-rounded knowledge of AASB accounting standards and frameworks, and external Commonwealth agency reporting requirements;
  • Written and verbal communication skills, including the writing of executive briefs and technical accounting position papers;
  • Stakeholder engagement skills and the ability to partner with other teams in the Branch and across the Agency;
  • Demonstrated ability to think critically, and contribute to business improvement processes and strategies;
  • Strong system skills, preferably but not limited to: SAP, Excel and KMPG Reporting Models.
Desirable Skills
  • Experience with the Department of Finance’s Central Budget Management System (CBMS).
EL1 Duties
  • Providing technical accounting advice and briefing to the Agency by navigating the Australian Accounting Standards and applicable government financial reporting rules and frameworks.
  • Reviewing and managing components of the Agency’s trial balance using Systems Applications and Products software (SAP), providing monthly and annual reporting in Central Budget Management System (CBMS) to the Department of Finance.
  • Taking a lead role in the preparation of the Agency’s financial statements and liaising with the Australian National Audit Office (ANAO) in relation to audit matters.
  • Delivering month-end financial reporting and analysis.
  • Partnering with internal and external stakeholders to provide technical and general accounting and finance advice.
  • Developing and presenting a range of written material of a financial and business nature, including correspondence, briefs and reports.
Essential Skills
  • CA or CPA qualified with more than 8 years of finance experience including senior finance leadership roles.
  • A well-rounded knowledge with AASB accounting standards and frameworks and PGPA Act reporting requirements.
  • Demonstrated government financial statement preparation and/or audit experience preferably using Commonwealth reporting frameworks.
  • Liaison experience with external auditors.
  • Highly developed written and verbal communication skills, including the writing of executive briefs and technical accounting position papers.
  • Highly developed stakeholder engagement skills and the ability to partner internal and external stakeholders.
  • Demonstrated ability to engage in complex problem solving and issues management.
  • Demonstrated ability to manage, and work well within, teams.
  • Demonstrated ability to think critically and contribute to business improvement strategies.
  • Strong system skills, preferably but not limited to: SAP, Excel and Financial Statement Reporting Tools.
  • Experience with the Department of Finance’s Central Budget Management System (CBMS).
