  • EL1 $602.55 / Per Day / + Super
About the Agency
The agency is seeking 3 x APS 6 Finance and 2 x EL1 Finance Business Partners to join their fast-growing team of individuals in Deakin, ACT.
 
About the role 
The Finance Officer will provide detailed technical, professional, policy, operational support and advice in relation to complex problems. It may be required to coordinate and assist in the strategic planning, program and project management and policy development that support the agencies objectives.
 
APS 6 Duties
  • Analysing and interpreting statistical reports to assist with the development of work plans and strategic planning.
  • Collaborating with stakeholders to resolve issues and ensure effective and timely implementation of projects.
  • Coordinating and providing cost estimates for all internal and external requests for changes to systems.
  • Developing correspondence for stakeholders, such as financial reports, corporate documentation and responses to ministerial submissions.
  • Exercising appropriate delegations in accordance with legislation and guidelines.
  • Managing quality assurance activities and outcomes including the use of integrity/error reporting and the coordination of quality audits.
  • Preparing a range of written material including business cases, reports and corporate documentation.
  • Undertaking quality assurance of feasibility and cost estimates, assumptions and justifications.
  • Undertaking detailed financial analysis of branch/division’s variance to budget and forecast.
  • Undertaking financial administration and across the division’s cost centres and projects, including budgets, monitoring, forecasting and accruals.
Key skills required
  • Qualified Accountant.
  • Accounting experience with 3-5 years in a medium to large organisation Finance Business Partnering experience is highly desirable.
  • Prepare end of month accruals.
  • Monthly monitoring, trend analysis and reporting of financial performance.
  • Prepare and review reconciliations.
  • Assist in the preparation of Annual budgets and undertake budget reviews, monitoring and forecasts.
  • Provide finance advice that is consistent with accounting standards, legislation and internal policies.
  • Assist in process improvement projects to ensure efficient and effective Finance operations.
  • Able to collaborate and resolve issues with stakeholders.
  • Analytical skills – to be able to interpret what the numbers actually mean.
EL1 Duties
  • Leading the planning, preparation, execution and monitoring of external budget and reporting activities.
  • Updating annual estimates and monthly profiles in alignment with Government’s budget processes including accurate input into the Central Budget Management System (CBMS).
  • Liaising and negotiating with the Department of Finance and other external stakeholders on budget related matters.
  • Leading the preparation of reporting to the Department of Finance.
  • Leading the development of team operating procedures and user guides.
  • Delivering the Agency's Budget and various Finance projects.
  • Delivering various month-end financial reporting and analysis.
  • Partnering with teams within and external to the branch to provide general accounting and strategic financial advice.
  • Managing and updating relevant Agency costing models and preparing costings for budget rounds as required.
  • Managing and maintaining Agency AAIs and other financial policy.
  • Developing and presenting a range of written material of a financial and business nature, including correspondence, briefs and reports
Key requirements
  • Maintain project work-break down (WBS) structure and governance process;
  • Produce monthly project reporting pack and associated analysis;
  • Review and update project budgets, actuals and forecast, including workforce and supplier;
  • Regular engagement with project/program leads on project spending/forecast and provide financial insights; Ensure consistent project coding and financial reporting at project levels;
  • Collaborate with other enabling areas, such as HR, ICT and Strategy to facilitate project delivery;
  • Investigate project data anomalies and rectify issues;
  • Drive improvements on the current templates, processes and achieve better outcome;
  • Contribute to project related briefs, papers and other internal/external requests.
  • Familiar with project reporting concept;
  • Proficient in using SAP system;
  • Advanced excel skills;
  • Strong analytical skills;
  • Strong communication skills (both verbal and written);
  • Strong organisational skills;
  • Attention to details;
