Job description

The Opportunity 
On behalf of a Federal Government Agency based in Canberra, we are looking for an experienced Program Finance Officer until 30 June 2024 with possible 24 months extension.  As a Program Finance Officer, you shall oversee, coordinate, and manage the provision of financial performance through effective and compliant cost attribution, project cost change control and overall financial control and reporting.

The Requirements
As the Program Finance Officer you will. 
  • Provide advice/support regarding cost management and control procedures to enable transparency of total portfolio costs.
  • Provide financial reporting and ensuring monthly financial accounts are accurate including the preparation and posting of accrual and general journals.
  • Support and manage the budgeting, forecasting processes and supporting the design of high-level cost models.
  • Provide pricing analysis to support procurement activity, tender evaluation, and support Cost Modelling of New Policy Proposals of the agency.
  • Conduct audits, manage risk and reconciliations of financial systems and registers to ensure cost data accuracy and consistency.
  • Provide input into ongoing project, manage risk, requirement management practises and support the Program Finance Lead.
About you 
As this role is with Federal Government, you must be an Australian Citizen with the ability to obtain/maintain Baseline Security Clearance
To be successful in this role, you will demonstrate. 
  • Experience dealing with Public Service financial data with a strong cost accounting experience.
  • Ability to solve complex financial issues and ability to work under pressure.
  • Strong attention to detail and experience using budgeting, forecasting, and reporting tools.
  • Excellent communication, interpersonal skills and has an aptitude for collaboration and negotiation with a broad range of stakeholders.
  • Advanced computer software skills, including advance Excel and other accounting packages.
  • Tertiary qualifications in Accounting, Commerce or in a related discipline and 5+ years’ experience in an accountancy role.
  • Experience with procurement, expense management, and budget management.
  • Professional accounting qualification such as CA or CPA preferred.
