About the Organisation
Our Federal Government client is looking to engage a APS6 Financial Accountant. We shall consideration of both ongoing transfer at level or as a 12–24-month temporary transfer for either current APS6s or a high performing APS5 looking for an opportunity to act.
 
About the role
Our client has a requirement for the provision of Ongoing Transfer or Temporary Transfer APS6 Financial Accountant within the Financial Reporting team. The Financial Reporting Team is responsible for the financial reporting of the CER including financial statements, monthly financial reporting to Department of Finance, internal financial control, asset management, and ensuring compliance with Accountable Authority Instructions and financial delegations.
 
The duties and responsibilities for this role include:
  • Assist in the preparation and delivery of the monthly and annual actual reporting in CBMS as well as the externally published annual financial statements.
  • Managing the asset register, overseeing the annual stock take, impairment assessment, revaluations along with preparing general ledger journals, end of month reconciliations for both departmental and administered accounts.
  • Assisting in the management of the agency taxation obligations, preparation of FBT and GST returns.
  • Preparing accounting position papers and financial reports for review by the Assistant Manager, Financial Reporting, and the Chief Financial Officer.
  • Supervise an individual or a small team and will ensure quality outputs for that team.  This will include conducting quality assurance activities and developing expertise required within the team.
  • Establish and maintain effective and productive working relationships with agency staff and counterparts in other agencies to achieve section and branch goals.
 
Skills and Experience
Applicants must either be in APS5 or 6 level  to be eligible for this position.
  • Has excellent communication, interpersonal skills and has an aptitude for collaboration and negotiation with a broad range of stakeholders.
  • Has a high attention to detail and a focus on delivery in a fast paced environment.
  • Demonstrated ability to exercise sound judgement, implement continuous improvement and possess strong analytical and problem-solving skills.
  • Practical experience and sound knowledge of the Australian Government Financial Framework.
  • Demonstrated experience in financial management information systems and the central budget management system.
  • Ability to interpret and apply the Accounting Standards, the PGPA Act and Rules, Estimates Memoranda and other guidance as disseminated by the Department of Finance.
  • Understanding of public service values, ethical standards, and a demonstrated self-awareness.
  • CA/CPA qualified or has completed post-graduate qualifications in Commerce, Business or Finance will be desirable criteria
 
Order Term/End Date (noting any extension options) : To be determined if ongoing section 26 transfer, or temporary. If temporary the non-ongoing transfer end date will be 30 May 2023, with the option to extend for a further 12 months or part thereof.
