EL1 Policy and Program Manager – Accommodation

Sydney CBD – Hybrid flexibility

12-month contract with view to extension

EL1 Labour Hire Casual Rates: $77-88.35 per hour + super

We are seeking an experienced EL1 Policy and Program Manager to support aged care accommodation policy within a Federal Government environment. This role sits within the Aged Care Policy Branch and focuses on delivering high-quality policy, program and legislative outcomes under the Aged Care Act.


The Role

You will manage aged care accommodation policy activities, including the assessment of applications, and provide expert advice to senior stakeholders and statutory decision-makers. The role requires strong analytical capability, sound judgement and the ability to manage competing priorities.

Key Responsibilities

  • Deliver timely, high-quality policy and program outcomes across aged care accommodation activities.
  • Assess RAD applications in line with legislative and policy requirements.
  • Analyse complex data and information to support delegate decision-making.
  • Prepare ministerial briefs, committee papers, reports and correspondence.
  • Produce regular reporting for executive and governance bodies.
  • Develop and review policies, procedures and legislative frameworks.
  • Design education and communication materials to support compliant RAD applications.
  • Support the Director with delivery of the branch work program.
  • Build and manage effective relationships with internal and external stakeholders.
  • Contribute to agency-wide planning and reporting documents.

About You

  • Demonstrated experience delivering complex policy or program work to deadlines.
  • Strong analytical, problem-solving and communication skills.
  • Proven stakeholder engagement, negotiation and influencing capability.
  • Ability to work independently while contributing collaboratively.
  • Sound understanding of governance frameworks and APS values.

Desirable

  • Policy development experience at a national or state level, ideally in aged care or health.
  • Understanding of business, commercial or financial aspects of the aged care system.
