Our Federal Government Client is an independent agency that promotes efficiency and increased transparency in the delivery and funding of public health and aged care services across Australia.
 
The Hospital Policy and Projects Section shapes strategic priorities in the delivery of the agency’s functions in the hospital domain by developing and refining the policy frameworks that underpin hospital pricing arrangements, coordinating and leading the policy work program to implement hospital-specific components of the National Health Reform Agreement, and leading policy projects to drive continuous improvement in hospital pricing, where appropriate.

The Role:

The APS6 Policy Officer position is located within the Hospital Policy and Classification Branch. The Branch is responsible for developing activity-based funding policy across the Agency and working with clinical, technical and jurisdictional stakeholders to develop and maintain the clinical classifications, coding standards and business rules associated with the implementation of nationally consistent activity based funding for public hospital services.
 
Responsibilities will include but are not limited to:
  • Support the section’s Policy Managers and Director with regards to the delivery of the Work Program and Corporate Plan, Section objectives and all other matters as they arise.
  • Contribute to specific policy projects such as the development of the:
    • Agency annual Pricing Framework for Australian Public Hospital Services;
    • National Efficient Price and National Efficient Cost Determinations;
    • Agency Three Year Data Plan;
    • Agency Work Program and Corporate Plan;
    • Agency Strategic Plan; and
    • Agency processes for providing public hospital data for research
  • Support agency wide projects relating to refinements to the pricing of public hospital services, health systems research and policy and healthcare costing and pricing. This includes:
    • working with stakeholders across multiple technical
    • drafting ministerial, Pricing Authority, committee and other papers and correspondence within the timeframes determined by the CEO and Executive
    • undertaking research to support policy
  • Support the section with ad-hoc projects, administration and

  • prepare draft reports, briefing papers, discussion papers and other documents for review by executive level employees
  • conduct research and analysis across a range of sources to inform policy development
  • communicate clearly and concisely to a high standard, both in writing and verbally, and adapt technical information appropriately for the target audience
  • engage professionally and effectively with stakeholders, including staff, committees and working groups.
