About the Role

DFP is seeking an experienced Delivery Manager to lead telecommunications uplift projects for a Federal Government client, with a strong focus on cyber security. The role is responsible for resolving delivery impediments, supporting multi-disciplinary teams, and driving continuous improvement through agile delivery methodologies.
Working closely with Product Managers, Project and Stream Leads, and senior stakeholders, you will help define delivery roadmaps, remove impediments, and ensure delivery throughput is maintained. You will play a critical role in ensuring strong project and program discipline across a large, multi-year telecommunications and cyber-focused program of work.

Key Responsibilities

  • Support the Program Executive to set delivery priorities and guide implementation of a large, complex program of work.
  • Work collaboratively with Project Leads, Project Managers, and Schedulers to develop, implement, and maintain a Performance Measurement Baseline, with regular reporting.
  • Ensure timely and orderly implementation of new capabilities, alongside the structured disengagement of existing services in line with agreed schedules and contractual obligations.
  • Partner with the Program Management Office to ensure project deliverables meet organisational standards and compliance requirements.
  • Prepare high-quality written materials including reports, executive papers, briefs, and submissions for senior leadership and external oversight bodies.
  • Form, lead, and motivate multi-disciplinary teams, fostering a shared vision and strong delivery culture.
  • Build capability through coaching, mentoring, and succession planning to improve performance, engagement, and retention.
  • Establish and maintain strong working relationships with internal and external stakeholders, engaging in regular liaison and negotiation.
  • Support the orderly and compliant disengagement under an existing managed telecommunications services arrangement, ensuring adherence to agreed principles and timelines.
Skills and Experience
  • Strong background in cybersecurity delivery, with experience planning and delivering cyber outcomes for large, sensitive programs.
  • Demonstrated experience delivering telecommunications uplift projects with a strong cyber and security focus.
  • Proven experience managing large, complex, multi-year programs for major organisations.
  • Highly developed communication skills, with the ability to influence and engage stakeholders at all levels.
  • Experience developing integrated delivery documentation aligned to business, technology, and vendor schedules.
  • Ability to plan, schedule, and facilitate workshops and meetings across government and private-sector stakeholders.
Essential Criteria
  • Demonstrated working knowledge of the Information Security Manual (ISM), Protective Security Policy Framework (PSPF), and Essential Eight (E8).
  • Demonstrated experience in project and program delivery, including governance, scheduling, performance reporting, and risk and dependency management.
